What it means? Spotted young Brian of course but this footage is quite weird lol.... looks they were waiting for something, but what? And that bicycle?

It's raw footage of an art project by Jonathan Goslan from Glasgow back in the day. Goslan was a member of The New Consciousness, an art / sound collective Brian was involved in.

The track's listed as private, but as a certain Mr. Chick Hosie (of Zeebox title fame) has shared it publicly on Facebook, I'm guessing it's ok to post.

That's wild - Really love the gritty lo-fi aesthetic of that era of video work. I wonder if the burnt in ' . / ' is intentional or just a busted bit of the camera. Guessing the title 'Conc3' of the opener of Zeebox vol.1 is a throw to The New Consciousness
